Motion can give an interface character, but the page should remain understandable when it is reduced. I treat a quieter experience as a complete design state. The essential content and actions need to survive without animated transitions.

Decorative movement can respond to the person's motion preference, while necessary feedback remains clear through other signals. I also consider whether an effect repeats for too long or distracts from reading. The goal is to keep the experience comfortable without losing its visual identity.
