A logo is an easy place to begin because it gives a project an immediate visual result. I prefer to establish the communication problem first. Audience, tone and the places where an identity will appear give the early sketches a useful direction.
A short context map can identify what the system needs to do. That makes it easier to compare alternatives against the brief rather than personal taste. The first meaningful deliverable may be a clearer problem, followed by a stronger visual response.
